ITANAGAR, Jan 12: Arunachal Pradesh bagged seven medals, including two gold, two silver and three bronze, in the 60th National School Games for Karate which was held in Indore, Madhya Pradesh from January seven to 11.
Minam Tekseng won a gold medal in girls below 17 years category while the second gold for the state was won by Nikam Sonoliang in boys under 18 years category, informed Arunachal Karate Do Association.
Kambung Wangsa and Johny Mangkiya won the silver medals in girls below 45 kg and above 60kg weight category respectively.

8 houses devastated in fire at Dumporijo
ITANAGAR, Jan 12: At least eight dwelling houses were reduced to ashes in a massive fire that broke out at Dumporijo town yesterday at around 1 pm.
The fire also destroyed all belongings of the victims, informed Upper Subansiri Galo Students’ Union.
Angry over the continued broken promises made by the authority concerned to establish a fire station at fire prone Dumporijo town, the students union said that the fire could have been prevented from spreading further had there been a fire tender present.

Govt fails to pacify aspirants

ITANAGAR, Jan 12: After four days standoff with agitating APPSCCE aspirants at Tennis Court here, the deadlock seemed partially broken with the state government agreeing to fulfill one of the three demands by the aspirants by declaring fresh examination of APPSCCE (Mains) on second week of March 2015 here this evening.
In a press statement issued by Ashok Kumar, Secretary, Arunachal Pradesh Public Service Commission (APPSC) on behalf of the state government, states, “The Arunachal Pradesh Public Service Commission declares all question papers of all subjects for Mains APPSCCE 2014 will be prepared fresh and examination will start tentatively from second week of March 2015”.
However, the aspirants out rightly turned down the government offer and issued fresh statement declaring they will not budge until all their demands are fulfilled. Responding to the government statement, Consultative Committee Chairman, Israel Perme termed the government statement as deliberate attempt to generate divisive opinion among the aspirants. Perme stated that aspirants are firm and consistent in their demands.
He further disclosed that the aspirants will take out procession tomorrow and will be marching from the Tennis Court to the Commission office. Sending a stronger message to the government, the Consultative Committee Chairman said, “If the government still doesn’t listen to our demands, we will pitch camps in front of Dr. Ligu Tacho and Mamang Dai’s residents”.
Apparently, the latest development came after the four volunteers namely Professor Dr. Nani Bath, AAPSU GS Biru Nasi, Arunachal Civil Society Chairman Patey Tayum and Consultative Committee member Mepe Ete started their fast unto to death protest from today onwards. However, the aspirants decided to stick to their demands until it is properly addressed by the government. Earlier, Ujum Perying who was on 96 hours hunger strike broke her fast before fellow aspirants; she was again shifted back to RKM Hospital for observation. She affirmed that she will be joining back to agitation after being discharged from the hospital.

AAPEDA seeks Guv intervention for constitution of BMCs
ITANAGAR, Jan 12: The All Arunachal Pradesh Entrepreneurship Development Association (AAPEDA) has expressed resentment over the reported delay in constitution of Biodiversity Management Committees (BMC) in the state as per the direction of Additional Secretary, Ministry of Panchayti Raj, GoI.

immediate formation of the BMCs in the state, which aim at conservation of biodiversity,
including preservation of habitats, conservation of land, folk varieties and cultivars,

As per the Biological Diversity Act, 2002, local bodies have to constitute a biodiversity management committee within their areas of jurisdiction, the association added.
Reportedly, the Ministry of Panchayti Raj, GoI, in its letter dated 16/07/2014 to all the Principal Secretaries of states, had instructed them to immediately constitute BMCs in their respective states.
The Association claimed that the delay in formation of BMCs in the state has an adverse affect on the implementation of access and benefit sharing programme, as stipulated under the National Biodiversity Act 2002. For example, effective conservation of biodiversity, especially outside forest areas, was not carried out.
It appealed the Governor to instruct upon the Chief Minister to immediately constitute BMCs throughout the state though PRI leaders.
PPA for all party meet on question paper leak incident
ITANAGAR, Jan 12: The People's Party of Arunachal (PPA) called for an all party consultative meeting on APPSCCE (Mains) question paper leak incident.
The question paper leak incident has ashamed the pride of the State and the Commission as well, the party said.
Opining on the SIT probe, the PPA alleged that the investigation is being instituted so that the issue cools itself down with passage of time. The government should act swiftly and transparently on the findings of the magisterial enquiry, the party opined.

The Deputy Commissioner, highlighted the aims and objectives of PMJDY, he said that it is a National Mission for Financial Inclusion to ensure access to financial services (Banking/ Savings & Deposit Accounts, Remittance, Credit, Insurance, Pension) in an affordable manner and it should be seen that those people who did not have easy access to banking facilities should be specially included in it. So, he urged the PRI members present and the BDOs to ensure that all BPL rural households are included in the scheme and open an account.
The Bankers present informed that the PMJDY accounts are being opened with zero balance and the benefits are interest on deposit, Accidental insurance cover of Rs.1.00 lac, no minimum balance required, life insurance cover of Rs.30,000 easy transfer of money across India, beneficiaries of government schemes will get Direct Benefit Transfer in these accounts. After satisfactory operation of the account for 6 months an overdraft facility will be permitted, access to pension, insurance products, accidental insurance cover, RuPay Debit Card must be used at least once in 45 days, overdraft facility upto Rs.5000 is available in only one account per household, preferably lady of the household.
It was also informed that PMJDY was meant for rural households who have no access to banking facilities and that one account of the head of the family per household was the norm.
Direct benefit transfer to accounts for MGNREGA job card holders and the implementation of Chief Minister’s Universal Health Insurance Scheme was also discussed during the meeting. DIPRO

Introduction: The Meyors have settled in a high mountainous and hilly areas of Anjaw district and have been residing in small parts of Walong and Kibithu circle in small villages like Kahao, Dong, Tinai, Champrang and other pockets in the valley:
Meyors: The Meyor or Meyer which means a paddy cultivator. It is the least known ethnic group of the state; the tribe has not been fully studied yet about its ethnography by any scholars, sociologist, anthropologist and researchers.
In Tibet it is known as Zakhring beyond the border as well as inside the Indian territory.

In 1988, the Meyors were given the status of Arunachal Pradesh Scheduled Tribe. The
total population was about 98 and male was 49 and female also 49 as per 1971 censes
but today their population has increase to approximately 500 as per 2011 censes.
Ethnographically, the Meyor comes under Indo-
Village system: The Meyors live in the houses made of pine and wood, the roof, floor and side walls are also made of wooden planks and brims. These planks and brims of walls are secured by self locking system. The structure of houses is supported by stone stabs placed under each posts. The villages are generally situated on a flat land available in the area. As per their tradition and belief system the position of the hearth is always towards the wall that faces the hills and mountains.
Social life: The patriarchal type family is the smallest unit of Meyor society. In the family, the father is considered to be the authoritative head in all matters in the family. Only the male members of a family have the ancestral property rights. If a man dies without any son, then his property passes to his daughter. The ancestral ornaments which kept reserved are given to the girls at the time of their conjugal life.
Social arbitration: The society has no class, caste or clan distinction. The existence of a strong political organization is not so important, rather the men possesses of wealth, wisdom, repute and influential people are asked to arbitrate in case of dispute. The arbitrators of Meyor are called Gempo and the village council is constituted purely temporary basis.
Marriage life: The monogamy system is prevailed among the Meyor society. The polygamy is strictly prohibited and their marriage is generally negotiated through a mediator (Driupum Driyok) and bridegroom is to pay bride price to the family in form of cow, pig and articles. The existence of elopement and love marriage is also practiced with some restrictions. The Meyor believes that conceiving is not only a biological cause but also the blessing of god. When a woman becomes pregnant, both wife and husband observe some taboos for safe delivery or to prevent any bad omen. And giving the name of child is being done by his father or grandfather at any time. In that case the village priest or Lama is called upon to choose the name of a child.
Agriculture: The Meyor people are primarily agriculturist and they usually practice permanent wet rice cultivation. The main staple food is rice and wheat and they also grow maize, millet and barley. Terrace farming is continued to be the form of agriculture among the Meyor.
Death rituals: They believe in the funeral system and also believe that death is inevitable but the premature death is attributed to the evil actions of some spirits. The dead body is generally cremated. But in case of stillborn or newborn child the dead body is disposed off into the river. The cremation site is located outside the village parameter. The charred bones and ashes are collected on second day of the cremation and kept in the small hut constructed in the entrance of the village.
Oath and ordeals: In certain social compulsion, the Meyors are also following some rules and tradition that other tribes of Arunachal Pradesh follow. They have some oath and ordeals in the form of placing heated dao on palm, taking out a stone from boiling water etc. The ordeal is conducted under the supervision of the local priest and to justify the honesty and free from the clutches of allegation and suspicion.
Lha Chhuuth: It is the main festival of Meyor people. They are Buddhist as well as animist. “Lha Chhuuth” festival is associated with agricultural activities. “Yaudaak” is a main god in the “Lha Chhuuth.” The “Lha” stands for god “Yudaak” and “Chhuuth means worship and offering to gods for all round success, good health and bumper crops. The festival is celebrated in the first part of the month especially in “Yarsith” (Moon night) and it symbolizes development. This festival is observed for two days in the respective villages of Meyor society with pomp and gaiety.
Religious beliefs and practices: The Meyor religion is a blended of local beliefs of animism and Mahayana sect of Buddhism. They venerate the Buddhist spiritual leaders and worship in the Gompa, which have images of Lord Budha, Dalai Lama and his disciples. They also worship family deity, village deity, the deity of hills and water, both benevolent and malevolent in the nature.

Time to regulate vehicle fare
The All Nyishi Students’ Union (ANSU) has raised an important issue of high fare charged by the trekkers plying in the state capital. Union made a fervent appeal to the capital administration to regulate the fare for the convenient of capital denizens. Often it is seen that Trekker, Tempo and Tata Sumo’s increases fare on their own wishes. At a time when global crude oil prices is coming down leading to decrease in prices of petrol, it is strange that vehicle fares are increasing in the state.
Sadly state government has not evolved any mechanism to regulate the fares. In recent past capital administration had tried to regulate the food prices but it somehow did not succeeded. Even though vendors blatantly violated the order issued by capital administration, no action was initiated against them. If indeed capital administration plans to take step to regulate fare, first they should take Trekker association into confidence before initiating any such move. Secondly the administration should involve traffic police, so that, those who violates the order is strongly punished. The step initiated by capital administration should not just remain as media spectacle.

Let us be mindful of others
Dear Editor,
I would like to bring to the knowledge of the concern authorities regarding the nuisance and unhygienic atmosphere created during night time in Pasighat particularly in Paglek and Jarku areas. In these areas, some section of people do enjoy drinking near the fire while the music is put on maximum volume without caring about the life and security of others. Such kind of behaviour has particularly affected school going children who are preparing for examination. This type of nuisance is being created by the peoples who do not want to understand or respect others. Stern action need to taken by the concern authorities to control such undesirable activities.
Besides, many unwanted and unfortunate incidents takes place in these areas every year due to such kinds of activities. There is drug abuse and alcohol is available in every pan shop.
Therefore, I earnestly appeal to the concern authorities to stop and issue a prohibition notice in these areas so that society could progress on the right path of development where students can concentrate in their studies and everybody would feel responsible for each other.
In this regard, I also strongly appeal to the ABK Women Wing, students unions and others NGOs to lessen these kinds of public nuisance.
I would also like to request and appeal to those who are responsible for such kinds of anti social behaviour to think about the welfare of all. It is time to rectify themselves so that children do not imitate them. They should become more responsible towards themselves, others and Pasighat.

The Improving the APPCS
Dear Editor,
Since 1988, the Arunachal Pradesh Public Service Commission (APPSC) has carried out its duty diligently and has continued to be the vehicle for assuring merit in selection for public appointments. Of late, however, like the other State Public Service Commissions, APPSC have come under serious attack for alleged corruption, incompetence and nondelivery. The latest controversy of alleged "leak" of state civil service's mains examination question paper has only further tarnished the image of the Commission.
It will not be a case of over statement when it is said that the aspirants and their parents are the ones who suffer the most in an event when examination gets cancelled/postponed for no fault of theirs. It is well known that many students, especially from less privileged family, spend huge amount of money, even borrowed, to prepare for the exam which is not just taxing but also budget disturbing. Besides, the moral of the students hits rock bottom in such cases.
