Arunachal bags 7 medals in National School Games

ITANAGAR, Jan 12: Arunachal Pradesh bagged seven medals, including two gold, two silver and three bronze, in the 60th National School Games for Karate which was held in Indore, Madhya Pradesh from January seven to 11.

Minam Tekseng won a gold medal in girls below 17 years category while the second gold for the state was won by Nikam Sonoliang in boys under 18 years category, informed Arunachal Karate Do Association.

Kambung Wangsa and Johny Mangkiya won the silver medals in girls below 45 kg and above 60kg weight category respectively.

Yarda Tadap and Neta Menjo won bronze medals in boys U-17 and U-18 years’ group while Gyamar Mach won a bronze in girls below 52 kg category.

Tagiu Tachu was the Chef-De-Mission of the state team.

 

No fresh cases of Dengue in Pasighat

ITANAGAR, Jan 12: There have been no reports of positive cases of Dengue since Dec 22 in Pasighat, according to health officials. The town saw outbreak of Dengue fever in Pasighat on Dec 8 but it has been brought under control because close monitoring and all control measures which were put in place quickly by the district health authority with good support and cooperation from the municipality council and the administration, said Dr L Jampa State Epidemiologist cum SSO- Integrated Disease Surveillance Project (IDSP).

A total of 169 blood samples have been tested by ELISA in the District Priority Laboratory under IDSP at General Hospital Pasighat for both Dengue Antigen-NS1 and IgM antibody in which a total of 27 samples have been tested positive for Dengue.

In the affected areas in various parts of Pasighat township, IEC activities, fogging operation with insecticide Malathione and distribution of mosquito (LLIN) bed nets were carried out involving the local MLA, municipal council and administration.

 

8 houses devastated in fire at Dumporijo

ITANAGAR, Jan 12: At least eight dwelling houses were reduced to ashes in a massive fire that broke out at Dumporijo town yesterday at around 1 pm.

The fire also destroyed all belongings of the victims, informed Upper Subansiri Galo Students’ Union.

Angry over the continued broken promises made by the authority concerned to establish a fire station at fire prone Dumporijo town, the students union said that the fire could have been prevented from spreading further had there been a fire tender present.

The students union appealed to the higher authority of the fire department to immediately deploy fire tenders with staff at Dumporijo.

 

ANSU serves ultimatum

ITANAGAR, Jan 12: The All Nyishi Students’ Union (ANSU) today served a 7 days ultimatum to Chief Secretary, GoAP demanding construction of four lane Itanagar-Banderdewa highway and cancellation of installation of pre-paid energy meter system.

In a two point memorandum, ANSU said the people are facing numerous problems due to delay of road construction which results into heavy traffic jam. The union also cited it’s single point memorandum submitted yesterday demanding withdrawal of negative report  submitted by U M Shambharkar SE & RO (MORT&H), Itanagar to the Chief Engineer (NER), Union Ministry of Road Transport and Highways. It said that the report carried a sense of “anti-development and anti-people”.

While demanding withdrawal the installation of pre-paid energy meter system being implemented by power department in Capital Complex,  the Union said daily wage earners, labour classes, students’ community and poor people will be the most sufferer of this scheme. It threatened to launch a series of democratic movement against state government if it fails to fulfil the two-point demands within the given time.

 

Consumer awareness campaign held in schools

PASIGHAT, Jan 12: Department of Legal Metrology & Consumer Affairs organized two days consumer awareness campaign at Balek and Mirbuk Government Secondary schools recently.

Assistant Controller LM & CA, Pasighat K. P. Tago in his address said that actual motive of the campaign was to disseminate some of the basic information on products as well as on services to the people to make them wise-buyers and also to guide them in choosing the right products while shopping their day to day requirements.

While sharing his views on e-commerce, Tago informed that manufacturers and sellers mislead the people with their attractive advertisements through various electronic and print media. So before placing purchase order, one should gather much information from various sources to ascertain the authenticity of the claims made in the advertisement, he suggested.

Inspector Legal Metrology Lupha Sikhet briefed on packaged goods, procedure in maintaining accuracy of weights and measures used by the traders, product standardization, LPG etc followed by demonstration of products, food adulteration etc. Later, a quiz completion was also conducted in which 12 students received prizes.

Balek Secondary School Head Master, Onom Dai said that they have learnt many new things from the demonstration that would greatly helpful and guide them in day to day transaction especially in purchasing daily requirements. Union provide relief materials to Geku (Peram) fire victims

YINGKIONG, Jan 12:  All Upper Siang District Students’ Union led by its General Secretary Kamin Bomong and President Kalak Tagi met the fire victims of Geku (Peram) village and distributed some relief materials like rice, blankets and other household materials and appealed the concerned authority to provide relief and compensation to the fire victims at the earliest.

 

ATI training on Establishment Rules commences

ITANAGAR, Jan 12: A five days training on “Establishment Rules” for ministerial staff of Urban Development and Housing Department has commenced at Administrative Training Institute (ATI), Naharlagun today.

Altogether 26 trainees out of 34 enlisted are attending the training.

The basis objective of the training is to well equip and familiarize the UD and housing department employees with Establishment Rules, said Taba Tadir, CE-cum-Director, UD & Housing.

ATI Director (Trg.) Pate Marik informed that this is the first of its kind training where a department has initiated to impart training to its entire employees. He hoped that this training would encourage other departments to conduct similar training to build capacity and develop skills of their staff.

Assistant Director (Trg.) Priscilla Tayeng is the Course Coordinator of the training programme, according to an ATI release.

 

APYC condemns state BJP

ITANAGAR, Jan 12: Arunachal Pradesh Youth Congress (APYC) has condemned the State BJP of making ‘cheap political issue out of the pre-paid electricity metering system.

"The BJP has a nasty habit of stalling developmental activities in the country. Today we live in a digitalized world and people of Arunachal should follow suit with this development by accepting pre-paid metering system and be the torch bearer for the country in energy saving and using energy efficiently,” APYC president  Nyamar Karbak said in a release.

Installation of pre-paid meter would curb illegal connection and revenue pilferage, the youth Congress president claimed. Karbak added "the people of the state should not resist change and should adopt and adapt changes in this ever changing modern era of science and technology".

MP XI beat CRCC 4-1 in Reh football competition

ROING, Jan 12: The games and sports competitions being organized as part of Reh Celebration here began with a football match between MP XI and Central Reh Celebration Committee (CRCC) on Sunday. The match was won by the MP XI beating CRCC 4-1.

Roing Deputy Commissioner Shiv Kumar scored two goals while MP (RS) Mukut Mithi and Perme Tapo scored a goal each for MP XI.

Deputy Commissioner Shiv Kumar was declared best player of the match.

 

ANUYO seeks intervention

ITANAGAR, Jan 12: Claiming that the land measuring 2.6 hector allotted to the NEFA Udyog for establishment of Saw Mill at Banderdewa is being allegedly encroached from Assam side, the All Nyishi Unemployed Youth Organization (ANUYO) today urged upon the Capital Complex Administration to look into the matter.

In its letter to the DC Capital, the Organization claimed that the said land is being encroached from all sides due to negligence of NEFA Udyog and requested for verification and re-measurement of land to check the encroachments.

 

Swamiji’s birth anniversary celebrated

ITANAGAR, Jan 12: The Rashtriya Yuvak Parishad (RYP) Arunachal Pradesh unit today celebrated the 152nd birth anniversary of  Swami Vivekananda with the  theme “no pain no gain.”

Earth cutting prohibited

ITANAGAR, Jan 12: In view of the massive earth cutting of Govt. land in the Capital Complex being carried out without obtaining  prior  permission/Land allotment order/LPC from the competent authority causing damage to the public road and other properties in the Capital Complex, the Chief Estate Officer, capital complex  Talo Potom has prohibited any  earth cutting works without prior permission in the capital complex area with immediate effect. Legal action under appropriate sections of law shall be taken against any violators, the notice warned. DIPR

 

National Voter Day

AALO, Jan 12: The Election Commission of India may announce Bye-Election of 27-Liromoba (ST) Assembly Constituency very soon, informed DEO-cum-Chairman of DLMCC Pige Ligu during District Level Media Campaign Committee (DLMCC) meeting held on January 8 last in connection with celebration of National Voters Day on Jan 25 next.

He appealed all to be mentally prepared for conduct of the bye-election smoothly and successfully in 27-Liromoba (ST) Assembly Constituency Bye-Election.

During the meeting, Ligu directed all the EROs and AEROs to organize felicitation function on National Voters Day at their respective polling stations through Booth Level Officers with the following activities, administer Voters Pledge to all citizens present, felicitation of newly registered voters and issue of EPICs to new voters, essay competition on importance of Universal Adult Franchise in Democracy amongst the students between class-IX to XII and College level students etc.

Pinch Joins as APAMB Chairman

ITANAGAR, Jan 12: Former MLA Ngurang Pinch has joined as the Chairman of Arunachal Pradesh Agriculture Marketing Board (APAMB).

APAMB under the Department of Agriculture, Government of Arunachal Pradesh is the nodal agency for the marketing and regulatory body for the produce of agriculture and allied sectors of the state constituted in 1996.

The Board was functioning without a Chairman for almost a year.

Meanwhile, Pinch has expressed his happiness and willingness to work for the cause of farming community of the state. He also emphasised on certain achievable targets for the board and wished to create a long term plans for the Board. He urged all the officials of the Board to work towards a common goal of creating a self-reliant Arunachal Pradesh.

Pinch was accorded a warm welcome to the Board in a function attended by Director Agriculture Hage Kano, Director Agriculture Marketing cum CEO, APAMB Mudang Butang, ADO (Marketing) Okit Palling, among others.

 

Adhere to FSS Act

NAHARLAGUN, Jan 12: Street Food Vendors/ Food Handlers in Dhabas and eateries have been asked to emulate the sanitised cooking/food handling practices as laid down under the Food Safety and Standards Act (FSS Act)  and Rules/Regulations. The state Chief Secretary has written to all Deputy Commissioners and District Medical Officers for strict enforcement of the FSS Act, 2006 in the State.

As per the instruction, hygiene standards are to be strictly enforced in all eateries, road-side dhabas and street vended foods in all district towns and Capital Complex by 1st April 2015.

Govt fails to pacify aspirants

Fresh exams scheduled for March

ITANAGAR, Jan 12: After four days standoff with agitating APPSCCE aspirants at Tennis Court here, the deadlock seemed partially broken with the state government agreeing to fulfill one of the three demands by the aspirants by declaring fresh examination of APPSCCE (Mains) on second week of March 2015 here this evening.

In a press statement issued by Ashok Kumar, Secretary, Arunachal Pradesh Public Service Commission (APPSC) on behalf of the state government, states, “The Arunachal Pradesh Public Service Commission declares all question papers of all subjects for Mains APPSCCE 2014 will be prepared fresh and examination will start tentatively from second week of March 2015”.

However, the aspirants out rightly turned down the government offer and issued fresh statement declaring they will not budge until all their demands are fulfilled. Responding to the government statement, Consultative Committee Chairman, Israel Perme termed the government statement as deliberate attempt to generate divisive opinion among the aspirants. Perme stated that aspirants are firm and consistent in their demands.

He further disclosed that the aspirants will take out procession tomorrow and will be marching from the Tennis Court to the Commission office.  Sending a stronger message to the government, the Consultative Committee Chairman said, “If the government still doesn’t listen to our demands, we will pitch camps in front of Dr. Ligu Tacho and Mamang Dai’s residents”.

Apparently, the latest development came after the four volunteers namely Professor Dr. Nani Bath, AAPSU GS Biru Nasi, Arunachal Civil Society Chairman Patey Tayum and Consultative Committee member Mepe Ete started their fast unto to death protest from today onwards. However, the aspirants decided to stick to their demands until it is properly addressed by the government. Earlier, Ujum Perying who was on 96 hours hunger strike broke her fast before fellow aspirants; she was again shifted back to RKM Hospital for observation. She affirmed that she will be joining back to agitation after being discharged from the hospital.

Meanwhile, Arunachal Civil Society (ACS) has demanded immediate fulfillment of all the demands made by the Consultative Committee of APPSCCE (Main) to the state government.

“Despite 94-hour hunger strike by the aspirant Ujum Perying the authority is maintaining silence on the burning issue and therefore, the  indefinite hunger strike being staged by ACS  chairman Patey Tayum along with AAPSU General Secretary Biru Nasi, RGU professor Nani Bath and aspirant Mepe Ete will continue till the authority fulfills the demands.

Meanwhile, ACS said that Govt will be held responsible if anything happens to the four persons during the indefinite hunger strike.

 

 

Consumers unaware of Pre-paid realities

ITANAGAR, Jan 12: The Capital Electrical Division, Department of Power today claimed that due to the lack of awareness, citizens are opposing the installation of electric prepaid meter. In an official statement, Er Joram Lali Executive Engineer (E), Capital Electrical Division, termed the prepaid meter as consumer friendly and easy to use. “The allegations leveled by various organizations including Colonies/Sectors which appeared in local dailies during the last three weeks are due to unawareness of the consumers about the new metering system. Opposition to installation of meters has also risen on the basis of wrong propaganda carried out by the rumor mongers against the Pre-Paid Meters,” the EE stated.

He alleged that all the grievances raised by various organizations are baseless which can be confirmed after knowing the system. “The objective of the project is to achieve 100% metering through Pre-Paid and AMR meters of Capital Complex as per the directives of Arunachal Pradesh State Electricity Regulatory Commission (APSERC) Tariff Order 2014-15, under Section 6.2.7 and 6.2.8, Arunachal Pradesh Supply Code 2013, under Section 5.4 and 5.5.3 and Central Electricity Authority Regulations 2006 under Clause 20, i.e., Adoption of New Technologies,” he added. The allegation of high tariff rate is not true since tariff is done as per the existing rate only. There is no adverse impact imposed on any category of consumers because it is a “Pay as You Use” method which works similar to that of Pre-Paid Mobile technology. The allegations regarding non awareness campaign is also baseless because the Department had carried out extensive public awareness campaign through local dailies starting from October to till first week of January in both local dailies of the state as well in Radio, the statement further read. The executive engineer also claimed that Pre-Paid Metering System has been implemented in many states including northeastern states like Assam, Manipur, Tripura, Nagaland etc. and hence Arunachal Pradesh is not the first state to implement the Pre-Paid Metering System.

“As on date we have installed Pre-Paid meters to 1400 consumers in various locations of Itanagar town and it is found that almost all the consumers are satisfied with the new metering system except few consumers who are yet to understand its function. Our survey says that almost all the consumers have benefited by reducing their monthly electricity energy bills to the extent of 30 to 50 percent of their monthly consumption. There is also a reduction in average load demand of Itanagar town to 1.4 MW after installation of 1400 Pre-Paid meters which means every consumer is reducing approximately 1 kW load,” the power department claimed.

The department also expected that after installation of 9,000 to 10,000 Pre-Paid Meters there will be a reduction of average load demand to the tune of 8 to 9 MW which means there will be no load shedding to Itanagar even during power shortage and financially we would be saving annually more than Rs. 34.00 Crores approximately to the state exchequer. The quality of the power supply will improve minus negligible interruption in all the sectors of Itanagar town. To cite an example, in F-Sector where installation of Pre-Paid meters has been completed, consumers are expressing happiness over drastic improvement in quality of power supply where earlier there was a low voltage problem, the department added.    

The Capital Electrical Division has welcomed all the criticism and grievances of the consumers and assured to put all possible efforts to resolves all the issues upto the consumer’s satisfaction. In the interest of the consumers there shall be a sector wise public awareness campaign including in FM radio about the Pre-Paid Metering System which shall be launched very soon. The department has appealed to all the consumers and various organizations to understand the Pre-Paid Metering System before going for any oppositions or obstructions in any form in order to avoid confusions.

 

 

No to prepaid electricity metering system

ITANAGAR, Jan 12: Residents of various colonies in Capital Complex today took to the street to oppose the prepaid electricity metering system.

The dwellers of Ward No 8 here today organized a mass protest rally under the initiative of booth level BJP committee and demanded the state government and the department concerned to immediately remove all prepaid meters already installed at Upper Niti Vihar, Lower Niti Vihar and Mowb-1.

The protesters opined that it was not ripe time to introduce such metering system, especially at a time when the state has been facing a financial crunch.

The residents of Economics and Statistics colony have also demonstrated against such prepaid metering system in their colony. The youths of Ward No 6 under the banner of the Youth Association have opposed the installation of pre-paid energy meter system in their locality. In a meeting held today in presence of senior citizens and general public, the youths unanimously decided to oppose the pre-paid meter system terming it as anti-people scheme. Daily wage earner, student community and general poor people will be the worst sufferers if this system be implemented, the Association said and threatens to launch stir if the Govt goes with the scheme.

The Itanagar Woman Association (IWA) has strongly opposed the installation of pre-paid energy meter system. It also urged the authorities to discontinue the system and remove the pre-paid meter system  within seven days from the colonies/sectors where it was installed  earlier.

 

 

Rijiju launches anti-racism campaign

ITANAGAR, Jan 12: Union Minister of State for Home Affairs Kiren Rijiju inaugurated a new an innovative anti-racism campaign ‘eyeamindian’ at NorthEast Today Literary Festival in Metropolis 2015 in Guwahati yesterday.  

‘Eyeamindian’— a digital campaign that asks people to support the people of the Northeast, who face racial discrimination across the country. Till date the people of Northeast India are facing a severe identity crisis in metro cities of our country for their different looks and culture. They are maltreated and even abused because of their mongoloid features only.  

Powered by the Northeast-based magazine Northeast Today, the tagline of the campaign says, ‘When the difference is the eye, let’s celebrate the difference.’ Launching this campaign at Metropolis 2015 Rijiju said, “Racism is omnipresent and it is not restricted to one place and one community. It’s also true that people have been discriminated. But you tend to become discriminated when you are weak. We the Northeasterners have to be strong enough to prove ourselves first before the rest of India.”

Citing the example that earlier people from South India have been discriminated, Rijiju said, “Now, the people from South India have stopped complaining and proved their worth in diversified fields. They now lead by examples.”

Categorically denying racial discrimination on Northeasterners, Rijiju said, “We should not talk about others when we have conflict among ourselves. We have to stop fighting among us. There is conflict between Nagaland and Assam, there is problem between Assam and Arunachal. You will find racial biases even in Shillong. So before complaining, we need to correct ourselves first.”

Lauding that performing arts’ festivals like Metropolis help to bridge gap between different tribes and communities, Rijiju said, “The chicken neck should be regarded as an advantage for the Northeast India. If we open our borders, we can link with seven neighbouring countries. So this is a positive thing for the region.”

The third edition of “Metropolis–Urban Winter Festival 2015” was held from January 9 at Shraddhanjali Kanan, Guwahati. State Press fraternity mourns victims of Charlie Hebdo attack

ITANAGAR, Jan 12: The press fraternity of Arunachal Pradesh today observed two minutes silence as a mark of respect for the victims of the Charlie Hebdo terrorist attack in the first week of this month. Charlie Hebdo is a Paris-based French satirical weekly newspaper.

Two gunmen stormed into the Paris headquarters of the magazine on January 7 and opened fire killing 12 people.

Members of the Arunachal Press Club and Arunachal Pradesh Union of Working Journalists today expressed their solidarity with the victims and their families. Despite the attack, the magazine did not stop publication of its next issue.

As per Reporters Without Borders, last year a total of 96 press persons including 66 journalists, 11 media assistants and 19 citizen journalists were killed in the line of duty globally.

Amidst the grim scenario there is however, a reason to smile for the press fraternity and the state.

Journalist Tongam Rina of The Arunachal Times has been nominated for the CNN-IBN Indian of the Year 2014 for her continued work in the field.

Rina has been nominated in the 'Public Service' category for her journalism of courage highlighting how hydro-dams and tribal fault lines are tearing Arunachal Pradesh apart. Rina is the only Indian journalist to have found a place in the list of '100 Information Heroes' released by ‘Reporters Without Borders’ this year.

Governor calls on PM

ITANAGAR, Jan 12: Arunachal Pradesh is on the path of general development and has achieved number of milestones in socio-economic fields. However, it suffers from lack of infrastructure and is unable to unlock the huge potential in hydropower, tourism, agriculture-horticulture and some other important sectors. This was informed by Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma when he called on the Prime Minister Narendra Modi in New Delhi today. They also discussed on various issues pertaining to the state, including roads, air, railways and waterways, hydropower, security, Prime Minister’s package, Prime Minister’s Jan Dhan Yojana and bottlenecks in the path of development and progress.

The Governor pointed that the main concern is poor connectivity of road, rail, air, waterways, information technology, telephone, radio and television. He also pointed that progress of ongoing projects is quite slow with repeated time and cost overruns.

The Governor suggested for a comprehensive plan for the State based on a ‘Vision 2025’ perspective to address the huge infrastructure deficit and strategic urgency. It should take into account the vital security, developmental and financial imperatives, while measures to enhance capacities and adherence to time and cost lines should be vital in the endeavour. Highlighting on the unique topography, large land area with very less population and huge economic potential, the Governor also suggested the Prime Minister for creation of an Arunachal specific apparatus for planning, decision-making, coordination and oversight.

In the meeting, the Governor emphasized on Trans Brahmaputra connectivity, exploitation of huge availability of waterways, provision for free Direct to Home (DTH) sets to the people and strengthening border area development mechanism. (PRO to Governor)

 

 

Dambuk all set for two days of songs, art and adventure

ITANAGAR, Jan 12: Dambuk is all set to host the first edition of Orange Festival; two days of songs, art and adventure from Jan 17-18. The festival is being organised at an orange orchard, on the bank of Sisar River, located 3 kilometres away from Dambuk Village.

Dambuk, which remains cut off from all sides during the monsoon, is famed as land of oranges.  

Apart from rafting, angling, elephant safaris and All-Terrain-Vehicle Rides, Orange Festival will see performances of who’s who of Indian music Industry including Indus Creed’s lead vocalist Uday Benegal,  singer-songwriter Neel Adhikari from Mumbai, Delhi alternative rock band Menwhopause, Akhu Chingangbam of folk rock band Imphal Talkies   and Naga folk blues artist Guru Rewben, Taba Chake, Scott Moses Murray among others. There will also be photography workshops by Sanjiv Valsan and live paintings by Sachin Shetty and Samita Chatterjee.

"Dambuk is home mostly to Arunachal Pradesh's Adi and Idu tribes, who are known for their simplicity and hospitality. Review meeting on agri dev in LDV district held

ROING, Jan 12: Lower Dibang Valley District Deputy Commissioner, Shiv Kumar expressed satisfaction on the implementation of various schemes by the department of agriculture in the district during the last year. While reviewing the activities taken up by the department during the year 2013-14, DC further requested the PRI leaders present in the meeting to select those beneficiaries who actually work in the field and deserve benefits from various agricultural schemes provided by the govt.

ADO R D Singh highlighted the schemes implemented by the department during the year 2013-14. He informed that under the National Food Security Mission (Rice), 500 beneficiaries have benefitted in the district over the last year and they were supplied with various agricultural inputs like paddy seeds, hand tools, bio-pesticides, fungicides, insecticides and micro-nutrients. It was also informed that 27 beneficiaries got rubber plant seedlings with barbed wire whereas 21 beneficiaries got tea plant seedlings with barbed wire under Chief Minister Mission Mode Project. Under Chief Minister Farm Mechanization Programme, 10 tractors, 8 power tillers, 30 PDM and 10 pumping sets were issued to the farmers in the district on subsidized rate. Under Rashtriya Krishi VikashYojana, activities like construction of wayside market shed, Horti-based system, Ginger and vegetable cultivation were encouraged to the farmers. Training Programmes, Exposure Visits and Farm Schools were also conducted under Agriculture Technology & Management Agency in the district, Singh informed.

While Dr T J Rameshan, Programme Coordinator, KVK Balek highlighted about various training programme and innovations taken up by the centre,  Kanagadhileepan K, Field Officer, Spice Board highlighted about the activities to be taken up by the board in the district.

Sarok festival begins on a colourful note

SEPPA, Jan 12: The Sarok Festival, an agricultural based festival of Aka community began yesterday at Yangsey (Bana) of East Kameng District.

Attending the festival yesterday, Minister PWD, Gojen Gadi stressed on the need to keep alive one’s own traditions and culture and appealed the people to participate in such festival irrespective of religious affiliations.

Meanwhile, responding to a memorandum, he announced a sum of Rs 15 Lakhs each for AE office and quarter and also assured to take up four more quarters in the next financial year. He also assured to sanction fund for wire rope suspension Bridge over Kameng River near Lelung Village and permanent podium with RCC fencing at festival ground.

Earlier, Gadi laid down the foundation stone for newly created A.E. PWD sub-division at Bana.

Parliamentary Secretary, Horticulture Mutchu Mithi also appealed to people to promote and protect their own tradition and culture. He advised the people to pay attention on education of their children and also to bring awareness on importance of education.

While acknowledging the potentials of horticulture at Bana, he said that horticulture department shall pay special attention for horticulture development at Bana which will provide sustainable income to the people. He announced a sum of Rs 5 Lakhs from his MLAAD for construction of a podium.

Parliamentary Secretary Tourism cum local MLA Mama Natung extended thanks to the state Chief Minister Nabum Tuki and PWD Minister for creation of PWD sub-division at Bana for development of the area. He further said that in order to enhance the Orange production at Bana and Rice production at Papu Valley a mechanism should be evolved in liaison with the state government.

The other highlights of the celebration were the traditional dances, Aka model house, and display of traditional items and exhibition of local dishes.

Stay deep rooted in culture and traditions ; Khandu

ITANAGAR, Jan 12: Minister for Art & Culture, Tourism and Urban Development Pema Khandu exhorted the youths to stay deep rooted to their own culture and traditions and shoulder the responsibility of preserving the same for identity.

“We should not forget our culture because it is our identity, Pema said while addressing the youths on the occasion of 152nd birth anniversary of Swami Vivekananda at VKV Nirjuli today, He praised the Vivekananda Kendra for providing quality education to the students of the state in particular and the country.

Highlighting the significance of the day, former director of higher and technical education Dr. Joram Begi informed that the first National Youth Day was celebrated in 1985.

“The Western society thought Hinduism is a religion of superstition but Swami Vivekananda made the western society to believe during his famous Chicago address that Hinduism is the backbone of India,” said Dr. Begi.

A great thinker and reformer Swami Vivekananda motivated the youths through his words, works and action. One among them was Eknath Ranade, the founder of Vivekananda Kendra and man behind the construction of national monument Vivekanada Rock Memorial at Kanyakumari, he said.

The district level (Papum Pare) dance and drama competitions were also conducted on the occasion wherein five teams took part.

The Chimpu area group bagged the first prize in traditional dance competition while RGU Doimukh area team won the first prize in traditional drama competition.

Winners of both traditional dance and drama competitions were given cash prizes of Rs10,000 each.

The competition was organized at 70 places covering 100 circle of Arunachal Pradesh, informed Kalyan Dutta, Mahanagar Pramukh, Vivekananda Kendra, Itanagar. He exhorted all the participating youth to work hard in this field to protect, preserve and promote the age old cultural heritage.

 

 

AAPEDA seeks Guv intervention for constitution of BMCs

ITANAGAR, Jan 12: The All Arunachal Pradesh Entrepreneurship Development Association (AAPEDA) has expressed resentment over the reported delay in constitution of Biodiversity Management Committees (BMC) in the state as per the direction of Additional Secretary, Ministry of Panchayti Raj, GoI.

AAPEDA, in its memorandum submitted to the Governor, demanded the state govt for immediate formation of the BMCs in the state, which aim at conservation of biodiversity, including preservation of habitats, conservation of land, folk varieties and cultivars, domesticated stocks and breeds of animals, micro-organisms and chronicling of knowledge relating to biological diversity.

As per the Biological Diversity Act, 2002, local bodies have to constitute a biodiversity management committee within their areas of jurisdiction, the association added.

Reportedly, the Ministry of Panchayti Raj, GoI, in its letter dated 16/07/2014 to all the Principal Secretaries of states, had instructed them to immediately constitute BMCs in their respective states.

The Association claimed that the delay in formation of BMCs in the state has an adverse affect on the implementation of access and benefit sharing programme, as stipulated under the National Biodiversity Act 2002. For example, effective conservation of biodiversity, especially outside forest areas, was not carried out.

It appealed the Governor to instruct upon the Chief Minister to immediately constitute BMCs throughout the state though PRI leaders.

 

 

PPA for all party meet on question paper leak incident

ITANAGAR, Jan 12: The People's Party of Arunachal (PPA) called for an all party consultative meeting on APPSCCE (Mains) question paper leak incident.

The question paper leak incident has ashamed the pride of the State and the Commission as well, the party said.

Opining on the SIT probe, the PPA alleged that the investigation is being instituted so that the issue cools itself down with passage of time. The government should act swiftly and transparently on the findings of the magisterial enquiry, the party opined.

Extending its whole-hearted support to the ongoing hunger strike by four persons and their resolution to carry on it until the stand off between the aspirants and the authority ended on a positive note, the party called upon those associations, organizations, NGOs etc who believe in bandhs as the only means of protest, to learn from those peaceful agitators that there are also other means of protest without causing inconvenience to the public.

The party called upon people of the state to join hands together and fight against all forms of corruptions.

Arunachal Pradesh Youth Congress (APYC) has also expressed solidarity with the aspirants, who are on hunger strike against the alleged question paper leak incident of APPSCE (Mains).

APYC president Nyamar Karbak, in a release, urged the state BJP not to politicize the issue since the state government has constituted a SIT to probe the matter.

 

 

Meeting to Discuss Implementation of PMJDY

DAPORIJO, Jan 12: A meeting on implementation of Pradhan Mantri Jan Dhan Yojana( PMJDY) in the Upper Subansiri district was held today at the Rijo Conference hall in the presence of Deputy Commissioner Komkar Dulom, PRI members, Bank Managers of State Bank of India, Rural Bank and AP Apex Bank, Block Development officers and others.

The Deputy Commissioner, highlighted the aims and objectives of PMJDY, he said that it is a National Mission for Financial Inclusion to ensure access to financial services (Banking/ Savings & Deposit Accounts, Remittance, Credit, Insurance, Pension) in an affordable manner and it should be seen that those people who did not have easy access to banking facilities should be specially included in it. So, he urged the PRI members present and the BDOs to ensure that all BPL rural households are included in the scheme and open an account.

The Bankers present informed that the PMJDY accounts are being opened with zero balance and the benefits are interest on deposit, Accidental insurance cover of Rs.1.00 lac, no minimum balance required, life insurance cover of Rs.30,000 easy transfer of money across India, beneficiaries of government schemes will get Direct Benefit Transfer in these accounts. After satisfactory operation of the account for 6 months an overdraft facility will be permitted, access to pension, insurance products, accidental insurance cover, RuPay Debit Card must be used at least once in 45 days, overdraft facility upto Rs.5000 is available in only one account per household, preferably lady of the household.

It was also informed that PMJDY was meant for rural households who have no access to banking facilities and that one account of the head of the family per household was the norm.

Direct benefit transfer to accounts for MGNREGA job card holders and the implementation of Chief Minister’s Universal Health Insurance Scheme was also discussed during the meeting. DIPRO

 

 

The Meyor --- a least known tribe of Arunachal Pradesh

Introduction: The Meyors have settled in a high mountainous and hilly areas of Anjaw district and have been residing in small parts of Walong and Kibithu circle in small villages like Kahao, Dong, Tinai, Champrang and other pockets in the valley:

Meyors: The Meyor or Meyer which means a paddy cultivator. It is the least known ethnic group of the state; the tribe has not been fully studied yet about its ethnography by any scholars, sociologist, anthropologist and researchers.

In Tibet it is known as Zakhring beyond the border as well as inside the Indian territory. Presently some works have been done about socio-linguistic part of the Meyor by V Landi, Language Officer of Research Department and Ph D scholar Ambika Aiyadurai, Department of Sociology.

In 1988, the Meyors were given the status of Arunachal Pradesh Scheduled Tribe. The total population was about 98 and male was 49 and female also 49 as per 1971 censes but today their population has increase to approximately 500 as per 2011 censes. Ethnographically, the Meyor comes under Indo-Mongoloid stock and linguistically they belong to Tibeto-Burman of Sub-Kachin group of language as per Kiratas. It seems quite probable that some branches of the Kiratas or early waves of the Mongoloids entered India through the eastern part of Arunachal Pradesh and Assam before 1000 B.C. They possess a broad and flat nose with cheek bones. Their eyes are oblique with epicanthic fold and hair is black, straight and thick.

Village system: The Meyors live in the houses made of pine and wood, the roof, floor and side walls are also made of wooden planks and brims. These planks and brims of walls are secured by self locking system. The structure of houses is supported by stone stabs placed under each posts. The villages are generally situated on a flat land available in the area. As per their tradition and belief system the position of the hearth is always towards the wall that faces the hills and mountains.

Social life: The patriarchal type family is the smallest unit of Meyor society. In the family, the father is considered to be the authoritative head in all matters in the family. Only the male members of a family have the ancestral property rights. If a man dies without any son, then his property passes to his daughter. The ancestral ornaments which kept reserved are given to the girls at the time of their conjugal life.

Social arbitration: The society has no class, caste or clan distinction. The existence of a strong political organization is not so important, rather  the men possesses of wealth, wisdom, repute and influential people are asked to arbitrate in case of dispute. The arbitrators of Meyor are called Gempo and the village council is constituted purely temporary basis.

Marriage life: The monogamy system is prevailed among the Meyor society. The polygamy is strictly prohibited and their marriage is generally negotiated through a mediator (Driupum Driyok) and bridegroom is to pay bride price to the family in form of cow, pig and articles. The existence of elopement and love marriage is also practiced with some restrictions. The Meyor believes that conceiving is not only a biological cause but also the blessing of god. When a woman becomes pregnant, both wife and husband observe some taboos for safe delivery or to prevent any bad omen. And giving the name of child is being done by his father or grandfather at any time. In that case the village priest or Lama is called upon to choose the name of a child.

Agriculture: The Meyor people are primarily agriculturist and they usually practice permanent wet rice cultivation. The main staple food is rice and wheat and they also grow maize, millet and barley. Terrace farming is continued to be the form of agriculture among the Meyor.

Death rituals: They believe in the funeral system and also believe that death is inevitable but the premature death is attributed to the evil actions of some spirits. The dead body is generally cremated. But in case of stillborn or newborn child the dead body is disposed off into the river. The cremation site is located outside the village parameter. The charred bones and ashes are collected on second day of the cremation and kept in the small hut constructed in the entrance of the village.

Oath and ordeals: In certain social compulsion, the Meyors are also following some rules and tradition that other tribes of Arunachal Pradesh follow. They have some oath and ordeals in the form of placing heated dao on palm, taking out a stone from boiling water etc. The ordeal is conducted under the supervision of the local priest and to justify the honesty and free from the clutches of allegation and suspicion.

Lha Chhuuth: It is the main festival of Meyor people. They are Buddhist as well as animist. “Lha Chhuuth” festival is associated with agricultural activities. “Yaudaak” is a main god in the “Lha Chhuuth.” The “Lha” stands for god “Yudaak” and “Chhuuth means worship and offering to gods for all round success, good health and bumper crops.  The festival is celebrated in the first part of the month especially in “Yarsith” (Moon night) and it symbolizes development. This festival is observed for two days in the respective villages of Meyor society with pomp and gaiety.

Religious beliefs and practices: The Meyor religion is a blended of local beliefs of animism and Mahayana sect of Buddhism. They venerate the Buddhist spiritual leaders and worship in the Gompa, which have images of Lord Budha, Dalai Lama and his disciples. They also worship family deity, village deity, the deity of hills and water, both benevolent and malevolent in the nature.

Conclusion: The socio-economic situation, history of their migration, their political status, cultural practices and their relations with neighboring Mishmi tribe and Tibet is a much needed academic task and a detailed ethnographic study of Meyor will help in understanding a lesser known indigenous group of Arunachal Pradesh. Time to regulate vehicle fare

The All Nyishi Students’ Union (ANSU) has raised an important issue of high fare charged by the trekkers plying in the state capital. Union made a fervent appeal to the capital administration to regulate the fare for the convenient of capital denizens. Often it is seen that Trekker, Tempo and Tata Sumo’s increases fare on their own wishes. At a time when global crude oil prices is coming down leading to decrease in prices of petrol, it is strange that vehicle fares are increasing in the state.

Sadly state government has not evolved any mechanism to regulate the fares. In recent past capital administration had tried to regulate the food prices but it somehow did not succeeded. Even though vendors blatantly violated the order issued by capital administration, no action was initiated against them. If indeed capital administration plans to take step to regulate fare, first they should take Trekker association into confidence before initiating any such move. Secondly the administration should involve traffic police, so that, those who violates the order is strongly punished. The step initiated by capital administration should not just remain as media spectacle.

Let us be mindful of others

Dear Editor,

I would like to bring to the knowledge of the concern authorities regarding the nuisance and unhygienic atmosphere created during night time in Pasighat particularly in Paglek and Jarku areas. In these areas, some section of people do enjoy drinking near the fire while the music is put on maximum volume without caring about the life and security of others. Such kind of behaviour has particularly affected school going children who are preparing for examination. This type of nuisance is being created by the peoples who do not want to understand or respect others. Stern action need to taken by the concern authorities to control such undesirable activities.

 Besides, many unwanted and unfortunate incidents takes place in these areas every year due to such kinds of activities. There is drug abuse and alcohol is available in every pan shop.

  Therefore, I earnestly appeal to the concern authorities to stop and issue a prohibition notice in these areas so that society could progress on the right path of development where students can concentrate in their studies and everybody would feel responsible for each other.

In this regard, I also strongly appeal to the ABK Women Wing, students unions and others NGOs to lessen these kinds of public nuisance.

I would also like to request and  appeal to those who are responsible for such kinds of anti social behaviour to  think about the welfare of all. It is time to rectify themselves so that children do not imitate them. They should become more responsible towards themselves, others and Pasighat.

The Improving the APPCS

Dear Editor,

Since 1988, the Arunachal Pradesh Public Service Commission (APPSC) has carried out its duty diligently and has continued to be the vehicle for assuring merit in selection for public appointments. Of late, however, like the other State Public Service Commissions, APPSC have come under serious attack for alleged corruption, incompetence and nondelivery. The latest controversy of alleged "leak" of state civil service's mains examination question paper has only further tarnished the image of the Commission.

It will not be a case of over statement when it is said that the aspirants and their parents are the ones who suffer the most in an event when examination gets cancelled/postponed for no fault of theirs. It is well known that many students, especially from less privileged family, spend huge amount of money, even borrowed, to prepare for the exam which is not just taxing but also budget disturbing. Besides, the moral of the students hits rock bottom in such cases.     

The on-going agitation against the Commission, however, has to be channelised towards improving the functioning of the Commission. The important question should be whether "removal" or "suspension" of the members of the Commission will improve the system. Any legal action against  the Constitutional body viz. the Commission and its Chairperson and members has to be as per the Constitution and the Law. And it is in the hands of the Governor/President and the Highest Court of the Land. For restoring the sanctity of the Commission, in such a situation, the Commission has to not only stand the legal scrutiny, but also be morally answerable. Being morally responsible is not equal to being legally guilty. The Institution is greater than the personnel. And responsibility and accountability comes with power and authority.

The demand of the aggrieved aspirants has to be addressed at the earliest and people, on their part, has to abide by the Law that governs the matter and also cooperate with the Administration as long as the intent and action is honest and is towards achieving greater wellbeing of the student community and improving the Commission for better. But the important question is, will everyone be a little more civil in handling the civil service examination fiasco?

Spare the River

Dear Editor,

Through the column of your esteemed daily I would like to bring into light the alarming pollution and destruction of our nature & environment. Recently I show a banner in Pasighat- "Siang Aarti Mohatsava" on Makar Sankranti day. Now we all know that such activities will only increase the pollution of our beautiful river Siang. We are not against any religion but we are against pollution of River Siang. We have already polluted River Ganga, Yamuna to such a drastic level in the name of religious rituals & industrial activities. I pray & hope the same doesn't happen with our River Siang & other Rivers of Arunachal Pradesh.

We should learn from our Prime Minister Modiji of taking steps to clean up Ganga. We have Gangging, Gompas, Temples, Churches, Mosques, Synagogues, our home & above all our Heart for prayer, worship & religious activities. We don't need to go & perform religious activities & pollute rivers. If we have to do prayers in rivers then for God's sake use eco-friendly products. Dont use chemicals which kills fish & effect human health. Siang don't need any 'aarti'. Its beautiful naturally & don't pollute it or any river in the name of religious rituals, fairs etc. Because rivers are the very source of life.

Lastly we request all the concerned authorities, departments, unions of Arunachal, ABK, ADISU & Government to look into the matter & take necessary steps.
